Senator Hagerty's Constituent Support Office Report

Amy Winstead, Constituent Services Representative and Ford Hawkins, Field Representative spoke to We the People of West TN Supporters about their roles in the Jackson Field Office for Senator Bill Hagerty.

Amy began the evening sharing with us what she does as a constituent Service Representative with the use of a Powerpoint that you can access by clicking on the button below. We strongly encourage you to download and read this document.,, as knowing the services that are available to you through this office may come in VERY handy to you. Our taxes fund these services, so familiarize yourself and utilize them.


What follows are notes that Londa took, adding to the Power Point Images as you download above, and Questions and Answers.

  • Senator Hagerty is a businessman, and speaks only on what he knows well, doing his own research. He asks good questions.

  • There will be a Census Test implementing computer aids starting in 2026 to prepare for the 2030 Census.

  • Regarding tariffs, Senator Hagerty asks how is it affecting the bottom line of businesses in TN, or are the people just scared about what they might mean?

  • Passion often gets ixed up with anger as Amy fields calls from constiuents

  • Calls from local Tennesseans are most desired...

  • Senator Hagerty routinely asks his office staff here in Jackson: 'How many people are calling about ( particular topic), so communicating with the office is a good way to get your opinions known by Senator Hagerty.

  • There is a trust/gap issue between the people and their governmental representatives currently - fueled by lack of transparency in the Biden years, Covid, Epstein Files and much more.

  • Question: How does Senator Hagerty vote on issues: in the way he sees his constituents want him to vote, or based on his own convictions about an issue. Amy was not sure how to answer, saying she would get back to us with his answer.

  • Question: Which does Senator Hagerty prefer: very targeted bills or catch-all bills? Again- Amy said she would get back to us with his answer.

  • 8-27-25: Answers supplied by Amy Winstead to the 2 above questions are as follows: 1.Senator Hagerty votes with his convictions, but the feedback, opinions, calls, letters, and visits with constituents, businesses, and organizations across the state inform and guide these convictions. Every week, Senator Hagerty draws upon detailed reports and phone calls from his 7 state offices, to gather the views and opinions of what matters to Tennesseans.

    When the Senate is not in session, Senator Hagerty travels across our great state to hear directly from industry and business leaders, as well as any and all constituents he meets along the way. These visits inform, educate, and guide the Senator in how he will vote for any given piece of legislation.

    Additionally, the Senator draws from his life-long career as a businessman, who was regulated and taxed by the government, to make the most informed decision on behalf of the Tennesseans who entrusted him to represent them in Washington.

    The bottom line is every vote, every piece of legislation he authors or cosponsors, and every decision the senator makes is about what is best for the people of Tennessee.

    2. Senator Hagerty prefers a targeted bill. The Senator has voted against every single omnibus bill and even rallied against thousand-page bills. Believing that sunlight is the best disinfectant, Senator Hagerty would rather take up stand-alone issues and resolve them one-by-one. The GENIUS Act is an example of this; many in Congress wanted to loop in the entire crypto industry in one big bill. Under Senator Hagerty’s leadership, the Senator took the stand-alone issue of stable coins and accomplished this instead of wrapping it into one large bill that touched on multiple issues.

  • DIRECT SERVICES offered fall into 3 categories:

    • Informational - sharing your views with the Senator

    • Intermediary - passes for the White House. Get a flag flown over the Capitol (WTP will request a flag!)

    • Navigational - this includes help with your tax return, appeal for benefits, passport expiditing, etc. Amy shared many examples of how their office getting into a situation can generally bring quicker resolution. She said many times people call in tears of frustration. Her job is to cut through the red tape of the bureacracy on our behalf! Disability and immigration (green card receipt) are very hard areas to navigate on our own, and this office is there to help you!

      The work of this office is authorized at the end of the First Amendment to the Constitution... the Founders realized that the day may come when the government got so large, that the people would need assistance in navigating it, thus 'gave citizens the right to petition the government for redess of grievances. A logical point of contact is one's Senator. Therefore, constituent services representatives are a critical part of each Senator's staff.

  • Regional Offices of Senator Hagerty's office as of 117th Congress ordered by size: Nashville, Knoxville, Chattanooga, Memphis, Jackson, Tri-cities, Cookeville. Contact information is in the Powerpoint slides for each of these offices.

  • : Casework flow:

    • Discovery - what do you need done - what is your question?

    • Authorization - a privacy release MUST BE COMPLETED before they can assist you.

    • Agency Contact - this offices' inquiry as to the status of your case.

    • Advocacy - this office stays in communicatin with the federal agency involved, and gives information to the constituent. Many cases relate to Social Security Disability (expect to be denied initially!), Immigration, and VA cases top her list of areas with which they can be of assistance.

  • Sen. Hagerty was elected in 2021 and will face reelection in 20-27. The committees this 'Junior' (1st term) Senator has been assigned to include the following, and are quite impressive for a first term Senator...

    • Committee on Appropriations

    • Committee on Banking, Housing, and Urban Affairs

    • Committee on Foreign Relations

    • Committee on Rules and Administration
